Common Measure Network

Connect agents to the content they need.

Use your organisation’s knowledge and licensed sources together. Content owners set the terms; agents carry the authority to use them.

Common Measure is building this network. What is available today is on How it works and Install.

What each side gets

For operators

  • Connect licences and supplier accounts once. Give each agent access for its task, with a budget and an expiry.
  • Keep one source record across internal documents, licensed content and the open web.
  • Connect through Edge or build the same interfaces into your own agent system.

For suppliers

  • Choose access collection by collection: your own agents, named partners or organisations with a licence. Keep the rest private.
  • Verify who an agent acts for, what it may do and which licence covers the request.
  • Receive reports of what was released and used at your chosen destination, without passage text.

Edge, Hub and CM Attestation

  • Edge

Checks source access, licences, budget and incoming content before passing it to the agent. Keeps the record.

  • Hub

Connects agents to shared policy, supplier accounts and licences. Arranges reporting and payment, including duties that outlast a task.

  • CM Attestation

Names who stands behind the agent’s permission and obligations. Content owners verify it with Hub or another recognised issuer.

Extensions

  • Custom extensions

Build security checks and content tools for your organisation using the same public extension contract as specialist developers.

    Build an extension
  • Private catalogue

Keep in-house extensions private to your organisation. Approve what your agents run, set required checks and manage settings through Hub.

  • Extension marketplace

Choose free or paid extensions from Common Measure and specialist developers. Review their permissions and approve them before they reach your agents.

  1. Registered

    Hub

The instance receives authority for one task, bound to a responsible operator before any content moves.

The licence https://theguardian.com/license.xml permits AI input under payment type subscription, and this edge holds no settlement rail, so the payment term is unmet.

  3. Reads

    Edge · Supplier

The supplier checks the attestation with Hub and releases content directly to the Edge. Hub never sees it. Retrieval and later use are recorded separately.

When it goes wrong

  • Access outside the licence

The request is refused before content is fetched, with the reason recorded.

  • Internal content

The organisation’s own permissions apply. Internal content never enters publisher reporting.

  • Reporting destination unavailable

The report stays undelivered, held for recovery. Any grace period requires the publisher’s agreement.

  • Task fails or is cancelled

The agent stops. The durable service keeps its outstanding reporting duties.

  • A read the Edge did not carry

Recorded after the fact as observed. Never merged with a mediated crossing. The record says what it did not see.
